The first Executive Condo owners who have occupied their EC and met the 5-year minimum occupation period (MOP) can sell their EC in the open market. The 5-year MOP starting from the date of issuance of Temporary Occupation Permit (TOP) in respect of each EC.

EC Eligibility Conditions For Buying Resale EC
Citizenship Who Can Buy Resale EC After 5 Years?

Resale EC (6th to 10th year)

  • You must be a Singapore Citizen (SC), or
  • You must be a Singapore Permanent Resident (SPR).

 

Who Can Buy Resale EC After 10 Years?

Resale EC (11th year onwards)

  • A Singapore Citizen (SC), or
  • A Singapore Permanent Resident (SPR), or
  • A foreigner, or
  • A corporate entity.
Family Nucleus
  • You need not form a family nucleus to buy a Resale EC from the open market.
Age
  • You must be at least 21 years old at the time of purchasing a Resale EC.
Monthly Household Income EC Income Ceiling Cap / Income Requirements

  • No restrictions
  • The Total Debt Servicing Ratio (TDSR) caps your total monthly debt obligations (including the housing loan repayment) at 60% of your monthly income.
  • Property is an illiquid asset. If times are bad, it can take months to sell the Resale EC. Therefore, a safety net is important. Proper financial planning can ensure that you have the means to service the mortgage loan for at least six months, even if you have no income.
Private Properties
  • You are eligible to buy Resale EC even though you own another private residential property.
HDB, DBSS
  • If you are an HDB flat owner and want to buy a resale EC, only Singapore Citizens have the privilege of keeping an HDB/DBSS flat and resale executive condo at the same time.
  • Permanent Resident (PR) cannot concurrently own an HDB flat and Resale EC.
    • Even if they have fulfilled the MOP.
    • PR must dispose of their HDB flat within six months of buying a completed private residential property in Singapore.
Rules/Measures
  • As Resale EC is equivalent to “private housing”, buyers of resale EC are not eligible for CPF Housing Grant.
  • Additional Buyer’s Stamp Duty (ABSD) is applicable if you own more than one residential property.
  • If you have utilised CPF OA funds in another residential property, you need to set aside the basic retirement sum before you can use the excess CPF OA funds to finance the purchase.
  • If you still have an outstanding housing loan, you will not be eligible for a max bank loan.
